Background
A local elected official since 2014, Constance Nebbula held several positions in Angers before joining the regional executive. Her career connects public service, economic development, higher education and the digital transformation of local communities.
She is now the 13th Vice President of the Pays de la Loire Regional Council, in charge of Digital Affairs and Artificial Intelligence. She supports the Region in rolling out digital services and in making more structured use of data to serve public policy.
She also represents local and regional authorities in national debates on cybersecurity and digital sovereignty. In 2025, she testified before the French Senate on behalf of Régions de France on the NIS 2 Directive and the practical constraints of implementing it.
